With the aim of managing the recovery of the old industrial areas of the metropolis, the Company BILBAO Ría 2000 was created on 19 November 1992.

It is a non-profit company resulting from the commitment of all the Public Administrations to collaborate in a common task aimed at transforming the metropolitan area of Bilbao.

BILBAO Ría 2000 is responsible for coordinating and implementing various actions that integrate urban planning, transport and the environment. These are projects developed with a global approach and in accordance with the urban planning guidelines determined by the planning authorities.”

What does Bilbao Ría 2000 do?

Its mission is to recover degraded areas or industrial areas in decline in metropolitan Bilbao, contributing to balanced development and improved urban cohesion. To achieve this goal, BILBAO Ría 2000 is in charge of coordinating and implementing actions that integrate urban planning, transport and the environment.

These projects are developed with a global approach, in accordance with the urban planning guidelines approved by the planning authorities and with the participation and support of all the administrations and public companies that own a part of the company’s shareholding.

The active commitment of all the entities involved in BILBAO Ría 2000 has been maintained from the start of the Company’s activity and has allowed important urban transformation works to be carried out.

How is BILBAO Ría 2000 financed?

BILBAO Ría 2000 was created with an initial contribution of €1.8 million and over the years the Company has demonstrated its capacity to achieve financial equilibrium without the need to resort to the public budgets of its partners beyond specific agreements for specific works not included in its action programme.

The Company has been able to make the most of disused land available in the metropolitan area owned by some of its shareholders, all of which are public institutions and companies, following changes in the planned use of this land in coordination with the relevant town councils, applying the resulting funds to the urban transformation achieved.

BILBAO Ría 2000 is a public limited company constituted in equal parts by the State Administration, through companies dependent on it: SEPES- Public Business Land Entity-, Port Authority of Bilbao and ADIF, as well as by the Basque Administrations (Basque Government, Provincial Council of Bizkaia, Bilbao City Council and Barakaldo Town Council).

The active commitment of all the entities involved in BILBAO Ría 2000 has been maintained from the start of the company’s activity and has allowed important urban transformation works to be carried out.

Internal structure

The technical team of BILBAO Ría 2000 is composed of 10 people and is supported by external technical assistance to carry out the different studies, projects and site management.
